Negotiating Scholarship

Is it rude to try to negotiate a scholarship with a school a week before their deposit deadline ? Also is uva known for being pretty flexible or rigid in this regard. Thanks!!
As far as I know, nobody has been successful with negotiations with UVA so far this cycle.
