Top Law Schools

I have been informed that there is a legislative's scholarship that is given to two students in Louisiana for Tulane. It is a full scholarship. I am planning to go to law school fall of 2015, and I am applying to several different law schools. I was told to go ahead and apply for the scholarship for 2015 to have a better chance, but can you be awarded a scholarship before actually being admitted to that particular law school?
