Can you negotiate before you get financial aid package?

What's the protocol for trying to negotiate with a school before they send you your financial aid package? I have a scholarship to a similarly ranked school and I'm pretty sure school A won't give me anything without me telling them about this scholly. Is this a bad idea??

what's the value in revealing this information early? let them make you an offer. maybe it will be higher than the one you already have.

in this situation i feel like i am unlikely to get money off the bat. i would also like to expedite the process so i can decide before deposits are due
