Full Ride(+) Scholarship?

I was recently accepted into a school and offered a full tuition scholarship – yay! I kind of assumed that was the best I could do. But then I was looking on LSN and saw that other people with numbers close to mine had been offered more than what would equal full tuition – obviously, there is some sort of stipend option. Can someone explain what this is? If they offer you more than full tuition are they giving you cash? Even with all of my tuition covered I’m still going to have to take out loans to cover my living expenses – if there is a way to lessen those loans I would definitely be interested!
The second part of this is, how do I negotiate up from a full tuition offer? How do I basically say “thanks for all that money, but it’s not enough” without sounding like an ungrateful awful person?
