Has anyone successfully refinanced their Stafford loans with a bank or credit union for a lower interest rate after graduation? What/where/how? Thanks!

My buddy did. He just got a approved for a line of credit that was at a better interest rate, and he used it to pay off his loans. I think it was only 30k or so though.

I'm just throwing out a random number here. But let's say the person has 100k in debt.
