Top Law Schools

I have a full tuition scholarship but need loans for room and board, books, etc. Can I request the full 20,500 from a Stafford Loan if I wanted to? Or am I limited to only borrowing what the school has marked down in their COA's for the room and board, books, etc? If not, I don't see how I'm going to make it on their budget. Thanks for any help
