Looking at UPenn's financial estimations I should be spending over 3600 on health insurance. I'm single and without kids. I know at my UG its only 1,600. Is their estimate simply inflated or is the school provided health insurance just a rip off. If so what alternatives have others found?

Somewhere in between, probably. $3600 seems high but $1600 is incredibly cheap.
Figure out what the plan covers, deductibles and copays and such, and then see what you'd pay for similar coverage on your own.
NU's is around $3200. Seems to be decent coverage, though, as I've gone to the doctor twice this week and spend $0 on the appointments and labwork and $18 on 3 prescriptions.

So it sounds like the price isn't that far off from other schools. Still it seems as though there should be a "bare minimum" insurance plan that I can get outside of the school.

The school probably has a minimum coverage that you are required to get (i.e. not just catastrophic coverage, but X deductible and Y percentage and Z out of pocket max) but you can probably shop for your own.
