Negotiating w/o peer school decision

I've been in at UCLA for a while now with no $, and have been waiting patiently for USC to accept me and make a scholarship offer (hopefully, for both). I don't have any other peer schools to negotiate (I don't think UCI at 40K will do much) and am still waiting on a few T14s. Should I keep waiting until I have an offer from SC, or go ahead and try to ask for a scholarship? It's my top choice at this point, but not at sticker.

Related question: would an acceptance at Cornell or Georgetown at sticker help at all with negotiation?

Doubtful they offer you anything without an offer from a school ranked 18 or higher. Minnesota or below won't cut it.
