"Need-based law grant" vs. financial aid?

I got a merit scholarship from a school I'm pretty interested in going to, but it states that this scholarship includes any need-based law grant I may receive from the school's financial office. Does this mean I can't get any need-based finaid via FAFSA or Need Access? Or is need-based law grant something entirely separate from the FAFSA/Need Access stuff? I recall specifically that I was told on the phone that I can still get additional need-based aid, but my scholarship letter seemingly contradicts that.

Am I just confusing two different things or does this really mean what I think it means? Thanks in advance.

It means you can't get both merit and need aid. It does not affect eligibility for loans
