Top Law Schools

I know that the answer to this question varies widely from school to school, but what is the general success rate when trying to negotiate with a state school for a bigger scholarship? I imagine that their budget is more regulated- especially now- so it seems that they may be more stingy with granting such requests.

I'm sure it doesn't hurt to just ask them, but I'm just curious.
