Ask your school's financial aid office. The money would come from them, not the government. Sometimes people are able to get a bit more in loans. I don't know how strict they are with demanding a good reason like unexpected medical expenses or something, and not just "lol, I suck at budgeting."

If you didn't take out the maximum COA already, you can ask for more later. If you already took out the max, you can petition to increase your COA if you have documentation of something that would merit an increase.
