Are full or near-full tuition scholarships based on merit or need, or both? If they're based on need, I assume you have to include your parents' income, right? What if your parents are divorced; which set would you need to file?
I'm most interested in what University of Minnesota or Indiana University-Bloomington might offer me with 75 percentile LSAT and above 75th percentile GPA.

Scholarships are only merit based.
You are better than Minnesota's 75% percentile in both LSAT and GPA? Meaning you have a 3.9/168? If that's true, you should be applying to all the T14s except HYS. You will get in with $ to a multiple places.

And if your set on Minnesota, it seems like they gave 40-45k/year to people with similar numbers last year.

Actually, only 167/3.85. I got the percentiles wrong earlier.
Looking at LSN, it seems like students with 167/3.8 got near full ($120,000-$139,000), but that students with 3.9/168 didn't. Very fishy. :-/
As a side note, I'm trying to keep debt at a minimum. I don't really want more than $100,000 in loans, and going to a non-HYS T14 would definitely not yield a full-tuition scholarship with these numbers.

I'm a current 2L and I applied to UIUC/IUB/MINN/IOWA with a 168 and 3.9 and received full tuition scholarships from all 4. UIUC had no stip, IUB required I stay in "good standing," MINN required I maintain a 3.0, and IOWA required top 1/3.

No URM here, right? I'm not too clear as to whether scholarships and URM are related.
Did this seem like the general outcome for people situated similarly to you?
Anyway, this sounds like my goal. Thanks. Which one did you end up choosing?

They are.
