Grad Plus Loan, Help!

I will try to explain my current situation as clearly as possible in hopes of some good people helping me out with good information.
I do not have a good credit history and I have defaulted on loans (credit cards) and I have collection agencies after me for medical bills and I have five charge-off's (credit cards). I have not defaulted on any student loans.
The good news if there is any, is that I have enough cash on hand to payoff my entire debt right now. However, its not that simple just to payoff my debt. I will need to use the Grad Plus Loan to help pay for law school, and I have spoke with my lender and he told me that they would more than likely deny my loan application for a Grad Plus Loan, but I can appeal the decision and if I can produce a current credit report that shows all of my debts are paid in full and produce letters from my creditors saying that I have paid my debt I will have a good chance of being approved for the loans needed.
Now, here's the problem:
1. How hard is it to get a credit card company to write the letter I need
-Should I pay them first, then ask for the letter.
-Should I get in writing that they will write me the letter once the debt is paid.
Please, those of you who have been in this situation give me your valuable advice, or any information you could give would be greatly appreciated.
