So I know H/Y/S give out strictly need based aid.

Do any other schools offer substantial need based aid?

NU does combined need/merit.

They and other schools call it that, but it is really just merit.

I know that GW gives out need aid, but it is very minimal (e.g. 10k/year max) and you get disqualified from it if you get merit aid.
