Can we negotiate need aid?

So UCLA and UC davis both gave me different amount of need aid. With UC davis giving me twice as much as UCLA. My questions is, can i ask UCLA to match davis need aid.

This is not merit aid though. Any thoughts or experiences?

I couldn't say for sure, but I have a tough time imagining any scenario where it would hurt to ask.

I know you say its not merit aid, but sounds like there is a merit aspect to this. Why do you say this is not merit aid?

well UCLA said it was a "need base" grant based on need access. So I know for sure UCLA is a need base grant. But now that i look at UC davis, it said grant aid and does not specify whether it was need aid or merit aid (but the # is based on need access application...)

So I am not sure about UC davis. Does grant aid include both merit and need?
