When to negotiate?

What is the approproate time to begin negotiations for $? My top, which I have been accepted into thus far, have been BC, BU, and Cornell with BU being the only school that included $ in its admissions package (30K/yer). I intend on sending an email to both BC and Cornell in the future inquiring about financial aid, but am just trying to determine the appropriate date to do so.
