I believe so. I think any work for the government is public service. But I could be wrong.

Many of those programs also have separate programs for loan forgiveness (Army and AF IIRC).

I don't this so either. But if you stay in for a certain amount of years, they will pretty pay off most of your loans. I know the Army does this.
