If I plan on paying for school out of pocket, hopefully with the help a merit-based scholarship, do I have to fill out a FAFSA in order to get any merit-based money?

No, you don't have to fill it out. Although you may change your mind and need loans, especially for cost of living. It doesn't take long and you don't need your parents' information or anything, so I would go ahead and do it just in case.
