I got admitted to a T25 with a 40k/yr scholly offer and a T15 with a 20k/yr offer. Do you think it's worth it trying to negotiate for more at the T15 or would I just be putting off (and is this the worse that could happen?) the Fin Aid officer?

You can try but they will most likely tell you no. I tried in a similar situation.
