Virginia Scholarship Negotiation- What would you do?

I really love UVA but unfortunately they haven't given me scholarship love in return. I have a 170/3.98 and was hoping for a good offer from them.
I'm wondering about two things:
1) Should I reach out to them for scholarship money now , or should I wait a bit longer?
I noticed that, while UVA offers a lot of their scholarships at the time of admission, some students who are admitted earlier in the cycle (I was admitted in the first week of December) receive scholarship notification in March. At the same time, I want to be able to make a decision soon and I need to know about money to do that!
2) My best T-14 offer is 22.5k a year from Duke. I have also received 40k per year from UCLA...but I don't think I can really use that as leverage. Since I am hoping for 30k per year from UVA, would I be better off just asking them to consider me for a scholarship rather than telling them about Duke?, Or is it generally a poor strategy to ask for scholarship consideration without an offer from a peer school?
