Depends upon the particular law schools. The tone of your proposed email is slightly off putting.

Instead of saying "Would Law School be willing to consider an offer of merit money?"

Ask to have the scholarship committee re-evaluate you in light of the new information--your phrasing sounds awkward and like the previous poster said, very off putting. Also, you should mention which school the merit(15k) is from--a big factor will be whether they are peer schools or not (often true). Also, you should talk about how this school is one of your top choices and such--to some extent you need to convince them that, if they do give you merit money, there is a high chance of you deciding to attend.
