when people post their merit offers of, for example, $12000 does this refer to each year or over the three years of school?
I don't know which number you're referring to, since you put $120,000 in the title, and $12,000 in the post. So:
If it's $12,000, it probably means per year.
If it's $120,000, it definitely means over the course of 3 years ($40,000 per year).
Commas help.
