Can I negotiate for more with SMU?

166, 3.1. SMU offered $25,557 per year, which would lower tuition to about $17k. So far, I think my best bargaining chip would be my in-state tuition offer from UGA, which would lower my tuition to about $14k (a reduction of about $19k/yr.).
I think I have a shot at being accepted by Emory, but with no $$. Would this help me in negotiating, and would it be worth waiting for, or should I do it now before they offer all the scholarship $?
