What is considered a peer school for financial aid purposes?

UCB lists all the other US News top 14 schools as peers, except for Northwestern. I assume that other schools with aid matching programs also look at similarly ranked and higher ranked schools.

They are usually referring to a school very similarly ranked, or ranked even higher. For example, a lower T-14 school seemed more than willing to negotiate when I showed an acceptance from a T6. Likewise, a T25 was willing to negotiate when I showed various scholarship offers from other T20-30 schools. But not even the lower T-14 offer could get the T6 to budge because they said it was not a peer school.
