Retaking the LSAT in December. Is that too late to be considered for full scholarships at schools?

I would think it would be different for every school you apply to. Some schools use scholarships as bait for overqualified candidates early, others wait to parse out scholarships at the end for the same purpose. Call some schools or email them to get to skinny on individual institutions.

call the school personally and talk to them. It may help you, but only if you do better than your scoring band ( more than 3 points higher than your last LSAT)
