Do they distribute Stafford / Grad Plus loans all at once or split them up by semester?

they're split up which is good because interest does not accrue on money that you won't need until later.

when are the loans disbursed? Because wouldn't you need part of your loan money to set up living arrangments before the beginning school.

Well you may need the money before that but your loans will be disbursed once classes start. Plan ahead.
