Is it usually successful to do this? Do schools usually give out money if you ask for it, or is it pretty much a long shot?

It's very possible to negotiate a scholarship.
When I was applying to law school a few years ago, I got admitted to a top 20 school that I was really interested in. They didn't offer me any aid (3.2 GPA with Math BA / 166 LSAT), so I was pretty bummed about it. I got a big scholarship offer (about $30K) from an up-and-coming law school ranked around 50. It made my decision a lot harder, so I just sent an e-mail--with no real plan or idea that I could negotiate my aid--and told them about my problem. It was pretty much just a "You can understand my dilemma" kind of e-mail, but they responded with a decent scholarship offer which would just about match the schools' COAs. I accepted the top 20 school's admission offer the next day.
Now I'm going through the negotiating process for my LL.M. so wish me luck!
