Worth it to apply to H? 3.94/169

Have posted a what are my chances thread, but consensus is mixed whether I'm considered a URM or not and I figured you guys might have more insight into the matter. Not a citizen or resident, so an International, but have lived here most of my life and did undergrad here. I was born in Mexico, so curious if I'd get the Mexican-American "boost" during apps.
B/c I'm not eligible for loans, I applied ED to Northwestern hoping for the scholarship. 3.94, 169, 2+ years work experience--any chance I end up getting in ED and getting the scholarship?
Other side of the question, I'm planning on retaking, but I've gone ahead and applied to most of the lower T-14 (fee waivers!). Should I go on and apply to H and CCN right now? I think if they consider me a URM I have a great shot, otherwise...definitely need the extra few points from the December re-take and would wait until that score comes back before applying.
Any thoughts appreciated.
