Question about GPA floors

I read somewhere that there isn't an actual "GPA floor", but that some schools normally don't dip below certain GPAs for whatever reason, i.e, most students (unless you're a student with special circumstance; student who wrote a good book, student with a purple heart etc...) can't get in below the school's GPA floor (or lowest GPA accepted).
However, another poster on TLS said that these GPA floors (assuming that they exist) don't apply to URMS, and this is one of the reason URM cycles are difficult to predict. Does anyone know if this is true? or even partially true? I think it would be helpful to know for people who are worried that their GPA might be too low to apply to a certain school.
Lastly, is there a *theoretical* list that lists the GPA floors for schools? I just feel like LSN/LSP can't be the perfect indicator for what students can expect.
