Is a DS absolutely necessary?

I am a Mexican American and I identify with my heritage - but I don't feel I have anything really compelling to say about it.

Do you get a URM boost regardless of whether you do a diversity statement or not? Or is it really worth it to muster up something to say?

Decent DS > No DS > Forced or Crappy DS

If you can't write something decent then don't write anything at all.

Is a DS necessary if your Personal Statement touches on a number of the same things that you may have mentioned in your DS?

Talk about something different in your DS than in your PS.
edit: If you very very briefly mentioned something in your PS, then you can expound upon it in your DS. Just try to make the overlap as minimal or as smooth as possible.

Yes. Don't write the DS if you don't think you have anything interesting to say. The adcoms will hate reading a boring DS.
