If you want alaska:

Duke (huge reach, but wierder things have happened to URMs)
U of Washington
Lewis & Clark (should get in here and I would assume its NW region is good for Alaska, same with Washington, might be harder to crack Washington though)

Blanket the T14. The worst that can happen is that you're out a couple hundred bucks. That's a small price to pay for the potential payoff. There are so few NA applicants and not many bother applying to the T14 for a variety of reasons. Schools, especially those top schools, don't want to have to put a 0 down in the NA column when they report data. It is definitely worth a shot.

Also is it worth the risk of EDing Duke? (ie might get money elsewhere or into a better School such as Berkeley or Columbia)

ED to Duke, I say you have a good shot. I highly doubt you'll get much money at any T-14's even with your status and everything. If you had over a 160, I would say a definite shot at money, but I think you may get T-14 by the skin of your teeth. I would strongly suggest to ED to your favorite, which should be Duke, if you want Alaska.
