Is mixed race considered URM?

75% Vietnamese, 25% White - is this considered URM status?

Not in this case, but only because neither race qualifies for URM status. Neither Asian nor Caucasian are considered URM, so it doesn't matter how much of one or the other you are, you're not a URM either way.
