Not by itself, but it puts attention on ND law school. depending on what they're doing, the signal boost could boost an upward signal.

I always read it as “0L not quite competitive for the T14 desperate to find people who’ll say that they’re guaranteed the outcome they want out of the T20-30 at sticker,” but your take is also fair.
