UCI at 60k vs Virginia at 130k COA

So obviously these two aren't ranked equivalently, but I'd be able to live at home for UCI which is why the cost is a lot lower. I want to go into public interest so I don't really want to rely on getting a big law job to pay off my debt, though I'd be willing to for a couple years if necessary. I should also note that due to some past internships, I have some valuable connections in the Orange County area.
