Neither of these schools (or really any school) give you anything resembling a descent shot at working for the UN or something similar. I also highly doubt that biglaw-> international organizations is a feasible option.

Also I would be wary of going after CA, or especially ATL biglaw without ties.

I would not advise paying sticker at Penn.

Considering it's not yet an option, this is a useless thought experiment. What if the consensus is that you should go to Penn? How is that going to make you feel when you start at NU? If you get off the waitlist and the cost doesn't scare you, then it would be justifiable to ask (though nobody would encourage sticker).

Also if you want to do "international human rights" or UN type stuff- that is literally either in NY or DC domestically. But those are unattainable from your choices anyway.

Just one caveat to the stuff that's already been posted:

Biglaw-to-UN isn't actually insane, or at least it isn't any more insane than any "plans" to get to the UN. But it looks more like biglaw-to-IGO/NGO business/banking/investment oversight body-to-UN. And it's still probably not happening.

And OP, if you want to do human rights work of any kind, you need to adjust your "hard no" stance on DC.
