UK vs USC

This seems pretty straightforward.
25K COA for UK (R:60)
24K COA for U. of South Carolina (R:92)
i'm not really sure what type of law i would like to practice and both schools seem to employ within the same region. I'm originally from Georgia and getting bachelors at U of Tenn. I wouldn't mind staying here, or living in South Carolina/North Carolina area. Does it really matter which school i choose?

It seems pretty obvious that if you want South Carolina to choose USC (University of South Carolina). UK is only good for Kentucky

Is this COA total or per year?
If total, pick the school in the state you would rather live. Since you didn't mention Kentucky as a place you would want to live I would cross that out.
If per year, still not a terrible amount of debt, just realize you'll likely be making less than $60k from either of these schools so you want to limit debt as much as possible, so retaking shouldn't be off the table.

This is per year, with scholarships. UK offered 45k total(15 per yr), and USC offered around 22k per year with the option of in-state residency after the first year. I'm also a military veteran, with about 8 months left on the GI Bill, so almost the entirety of the first year will be covered by that.

Was wondering why s/he would want to go to the UK for or SoCal for school.

Yes, because you will likely have your career in that state.
Ignore the silly rankings and pick where you want to live and practice.
Going to this tear of law schools without any idea of what you want to do with a law degree is concerning though. There's no safety net at these schools so you need to go in laser focused on the outcome you want.

Here's a flowchart for you:
Would you rather live/practice in South Carolina or Kentucky?
South Carolina: Go to USC
Kentucky: Go to Kentucky
You may have a shot at employment in other states where you have strong ties (Georgia, Tennessee), but don't count on it.
