I am not sure what your question is. This seems to be a pretty easy decision...
eta: the obvious choice would be retake for 170+ and get better options if you want a stronger chance at clerkship. But even if you are planning on going this year without a retake, it looks like a pretty obvious choice. Perhaps you should go more into where you are confused/split/undecided.

Michigan will give you more and better opportunities to work in the cities you listed, particularly in DC and California. It only costs $20k more. This seems like an easy call.

I'd retake and aim for Stanford/Berkeley. Seems like you like Cali and with an improved LSAT, you could definitely make it to one of those schools or get a max scholarship at UCLA/USC.
Michigan for only $20k more is the obvious call if you don't mind being away from the west coast and are dead set on this cycle.

I don't know what you're reading, but he's open to pretty much everywhere:
I am open to working in most mid-large size cities, but would prefer either Chicago/DC/Los Angeles/San Francisco/San Diego

He was born in Cali and chose to go to school in Oregon. Also, of the cities he listed, 3 were from California. Mentioning San Diego and San Fran over New York, Miami, Dallas, etc gave me the sense he was comfortable with the West Coast and might prefer to live there.
