I'm voting Berkeley. It aligns with your goals and better to not take on massive debt at all rather than have to rely on LRAP. If you feel good about it, sounds like the plan to me.

If you didn't want to work in California, this would be an interesting question. But seeing as how your primary goal is to work in California, I think Berkeley is the easy choice here.

ETA: I would love to hear the arguments of those voting "UVA" in this poll. I can at least see the argument for Harvard. Although I don't agree that Harvard is tcr because I don't think HLS is worth an extra $130K over Berk for someone who wants to work in Cali, there's a logic to voting for Harvard. But UVA? That makes no sense for OP.

I voted UVA because OP has a stated interest to work in DC and already has ties to go back to CA. And unless they got a lot more money at Berkeley then I think they are underestimating how much more expensive the COL in San Francisco will be than it would be in Charlottesville.
