UT v GW w/equal $$ & interest in PI/Policy

I've narrowed it down to two but pro/con list after pro/con list keep leaving me stumped. Time to throw it out to you - the all-knowing tls community.
I have no interest in BigLaw at all. My dream jobs are solidly in the Public Interest, Policy, and Human Rights realms.
Given that my future salary won't be too grand, I've narrowed it down to the two schools that are decently ranked and willing to shower me with enough $$ that I won't go into (much) debt.
I LOVE Austin, but I don't want to be in Texas for life. I feel like for the work I want to do I have to be in DC. I know Texas places in DC and has opportunities to intern and clerk there, but they don't even compare to GW's placement. GW's alumni own DC, and attending GW would mean 3 years of networking and interning year-round.
