I am asking for the deposit strategy advise.

I am going to deposit at lower T14. I am also on WL at higher ranking T14, which is my top choice.

Should I also deposit also at one of T15-T25 schools for scholarship negotiation, or whether the offers from T15-T25 don’t even matter and will be just a waste of money.

With just the information you provided, I think it'd be a waste of money. A lot of T14 schools won't consider the T15-25 schools peer schools and won't consider those offers. If you want to get a little more specific, I might be able to give more specific/better advice.

I would deposit and try negotiate. What's like 500 bucks in the grand scheme of this whole thing?

Does the school just want 1/2 of the deposit now and the other 1/2 about June or so. If so, I would deposit at the lower t14 and the t15 (Texas I guess ....I would drop the t25 unless you really like the school. Then in June, I would commit to one of the two you really prefer and see if you come off the waitlist at the higher ranking school.
