I’m looking to go into policy/legislative work after law school.
Then don't go to law school. Start working on the Hill now or, alternatively, look at getting a MPP.

But if you're ok with working in big law instead of working in public policy, then Penn is the clear answer here.

considering you don't want to be a lawyer I'd take the levy, but i'd think twice about going to law school

Law school is just 3 years that you won't be working on the Hill and building connections. What do you think law school is going to do for you?
