In at Tulane and Cardozo with the same scholarship offer. Want to practice in New York or Los Angeles area. Thoughts?

not close to enough information. What are your stats, how many times have you taken the LSAT, what do you want to do with your degree, how much money did they give you, etc.
But none of the 3 schools you mentioned will give you what you want. You don't go to Tulane with hopes of working in NY or LA. You don't go to Cardozo or PU with hopes of beating out NYU, Columbia, even Fordham, or USC UCLA Boalt and SLS students...respectively

Good God, none of those.
Raise your LSAT and shoot for at the very least, USC/UCLA with $$$.

Did you pull these schools from a hat? This list shows a lack of direction in your application strategy.
We need to know the cost of attendance and your stats. Absent a full ride, none of these schools are worth attending.

This is the most random list of schools I have seen in awhile. It seems like you just thought each of these locations would be an exciting vacation for three years.
There is no way I would attend any of these schools wanting to work in a major market like NYC or LA. Unless by LA, you mean Louisiana, then maybe Tulane at the right price.
Edited to add: just saw you actually said Los Angeles, so go ahead and cross off Tulane for sure. Actually cross them all off. There is no way Pepperdine or Cardozo could possibly be worth it with the COL & job prospects.

all these schools suck and especially suck for your goals. Going for free wouldn't be worth it for any.

If it's cheap and/or you have a rich benefactor and your goals are really modest then Cardozo could make sense for NY and Pepperdine could make sense for LA. Tulane is out based on where it places geographically.
I don't think that the vast, vast majority of law students would have the combo of modest career goals and cost (and ties to the area) to make either make sense so I agree with everyone else that the correct answer is likely "Neither, retake."

Use the Tulane offer to leverage more money out of Cardozo and go there. It's going to be a tough market in NYC without a big name, but not impossible, especially if you're not going for Big Law.
