Absolutely no penalty for reapplying. However, reapplying generally makes the most sense when:

1. The applicant scores really well on a retake of the LSAT
2. The applicant submitted applications late in the cycle and missed out on $$$

If nothing in the application changes between junior and senior year, especially with respect to GPA and LSAT, there wouldn't really be any reason to expect better outcomes from reapplying.

just follow your dreams
people on here are going to tell you that you need to wait... that you need things like a final gpa or an lsat. don't listen to them, this is a great opportunity to try and see how things go without. and really, if you have good softs, like LoRs and your PS you can make up for it

There doesn't appear to be any problem with reapplying if you don't get the results you want the first time around, though you will want to revise your application somewhat - people advise against using the same personal statement when you reapply, for instance, and ideally you can add at least something to your resume.

I applied to schools during my junior year as well and was specifically told by admissions at more than one school that choosing to reapply the next cycle would not be a problem. Whether or not this is true I can't say, I ended up attending a school that accepted me the first time around.
