I got in with a 163/3.8x this year and $20/year (white guy, solid WE, and early app submission). OP probably doesn't need a 6 point increase to get $ there.
Also, not saying you should go there and expect to get a job in a smaller regional market where you have no ties, but to say Vandy is only recognized in TN is just false. It's arguably the most "national" school outside of the T14.

Philly? Try to finish in the top 15% at Temple or Nova. But with those numbers you are selling yourself short going to either of them.
