Waitlist Strategy: Cornell vs. BC vs. GW

I already have a deposit down at SMU but am interested in playing the wait list game and exploring all of my options. I have a 164/3.4 and am preparing to retake in June. I am currently on the waitlist at Cornell, BC, Emory, and GW, and have no strong geographic preferences. Cornell is my favorite school on the list; it is the only T-14 and I have a parent who is an alum.
My question is: is it worth telling Cornell I will attend if accepted--or are my current numbers too low to make a difference? In other words, would I be better off sending an aggressive LCI to another school that is closer to my numbers (assuming I do not make an appreciable jump on my retake)?
