So you're really looking at $120k cost of attendance at NU and $140k at Michigan. Which is still very good, and I don't think you can go wrong between those two choices. Retaking might get you another $30k at NU, and maybe full ride at Penn. If you think you've got a 172-3 in you, then gun for full ride at CCN, but I wouldn't take say half scholarship at CCN over full ride at NU.
