The nice thing about being on a waitlist is that you don't have to deposit to stay on it, and the school(s) to which you do send deposits won't care that you stay on waitlists. It's definitely worth it to stay on and send LOCI's because especially with falling applicant totals schools are accepting people late into the summer and giving them money. If this happens to you there's a real chance you'll get some money from your target, although it's obviously no guarantee.

To your second, question, it's absolutely worth a shot. People turn down T14 at sticker for full rides from lower ranked schools all the time so it would seem to pose a real threat.

I was under the impression that I had to pay to remain on the wait list at each school. Good to know.
