Schools which offer merit scholarships to transfer students

I know that most schools do not offer merit based scholarships to transfer students. But, are there any that do offer merit based funding?
I know they offer need based scholarships. How is that determined? Personally I am only able to attend a law school on a full or 3/4 scholarship
