I'm not gonna lecture you about the employment chances from either, I'll just take it that you know what you're getting into. (Not a negative connotation, I'm just confused to why you picked these schools) I like Macon, Georgia so I would take Mercer.
.....but I'm still confused.......

I'm still lost though, you don't have ties to either area but you just said you know of attorneys in Charleston who are doing well...
If you want to practice in West Virginia, go to WVU. But the only biglaw WVU grads (ie: the top of the class) get are the 100-200 person firms, not the 500+firms.

Where are you from? I'd probably take WVU out of these two but I'd be concerned about heading to some random area with no ties and no experience living there.

With his numbers, the OP carefully researched and chose schools with better chances of becoming an attorney than 90% of the T1/T2 out there.
Also keep in mind he's going on a FULL scholly and will get his JD with almost no debt, and will do much better than people bragging about going to a t25 like:

I agree with this. But I'd also be concerned about having no ties and not really knowing WV. What if he hates it there?

Just dropping in to restate the obvious: if you go to WVU, be prepared to not be employable anywhere besides West Virginia. Same for Mercer, you're going to be contained primarily to Georgia, with a .05% chance at Atlanta. If your goal is just to be an attorney, then either one of these choices is fine, I guess.

Going on a full scholarship, as long as you don't go crazy with cost of living loans, is fine. You seem to also understand that employment will be in that area, and that area only (at least for the foreseeable future), which is good.
However, I do wonder if there really is much "biglaw" in WV and how much out of state students (i.e., the WV residents that went to better schools and end up wanting to return home) would be in a better position.
I do think, with the caveat that you understand that you may not have a broad array of sophisticated legal employment options, just go to whichever place you like more. If possible, rent a car and drive to some of the cities in the state. Because you're not just choosing the next 3 years, you're potentially choosing your home for a much longer period of time.
Best of luck. To be honest, a large part of me wishes I did something like that - be in a smaller area and not have debt.

I chose these two schools because they offered significantly better employment prospects than the majority of T1 schools and I have a full ride.
LOL. Are you kidding me? What are the stipulations on the full ride? If there are no stipulations then I'd probably weigh that pretty heavily. However, I don't know what employment prospects you're looking at, but I think you need to re-evaluate your assumptions unless you seriously have a job lined up or lawyers in the family or other connections. Job statistics most of the time are inflated, obscure, or just flat out wrong. Plus, A LOT of schools will count any kind of employment in their statistics (including non-legal work).
