I have no numbers, but it wouldn't surprise me if UW places better than UMN.

You are getting 20k a year from Wisconsin? You won't save anything by living in WI for a year and getting in-state. They won't give you that scholarship with in state tuition - your current 'scholarship' for Wisconsin is really just them giving you in state. If you want to work in Wisconsin or MN, and you know you want to be a lawyer, and by 'be a lawyer' I don't mean big law / federal government / anything prestigious or high paying, go to the local school and rock that IBR. But you'll probably be making peanuts doing shit-law for the rest of your life.
Move to Wisconsin, study for the LSAT for a year, retake, get a much better score, and then worst case, if you bomb the LSAT again, you'd at least get 8k a year more off at MN (their scholarships seem to be independent, I think, of residency, and they have reciprocity with WI). But if you are fine with ~120-150k in debt for the type of job that people from those schools usually get, it's all about location.
